Characteristic and Skills Needed by Chairman:

The Chairman must have expertise in the management of a multi function committee. Must possess a working knowledge of legislative activities and procedures, have good communication skills and the ability to effectively interact with others.

Committee Chairman's Responsibilities:

Liaison/Advisor to the Board of Directors and the AKC Canine Legislation Dept. Through the Board Liaison, make regular reports to the GRCA Board of Directors concerning the activities of the committee and the situation on legislation which may impact the sport of dogs. Serve as GRCA's delegate to the American Dog Owners Association. Act as a resource for information concerning legislation and appropriate action to take.

Committee management. In conjunction with the Board of Directors, recruit GRCA members with the necessary qualifications to serve on the committee as regional representatives.

Committee's Responsibilities:

The regional representatives shall act as a conduit of information from the local level to the head of the Committee and as a resource for local member clubs and local GRCA members. The regional Committee members will monitor proposed legislation in their respective regions and share information on pending legislation in the appropriate regions with GRCA member clubs and individual GRCA members who are not part of a local club. They will encourage GRCA member clubs to share information with government officers, members of the community and other interested fanciers on a state or local piece of legislation. At the direction of the Board of Directors, the GRCA Legislative Committee shall communicate the club's concerns and position with the appropriate lawmakers.

Regional members shall be responsible for providing information regarding local, state and federal legislative issues affecting purebred dogs and their owners.

Responsibilities include, but are not limited to, the following:

  • Monitoring their local news and staying aware of issues within their region which may impact the sport of dogs.
  • Receiving materials, updates and advice from the AKC Canine Legislation Department and distributing information to fellow club members within their region.
  • Organizing and motivating club members in their region to become active in the legislative process to help advance legislation that will benefit purebred dog owners and breeders.
  • Preparing clubs in their region for action should a legislative initiative arise that requires input from purebred dog owners and breeders.
  • Committee members will encourage local GRCA member clubs to present the views and interests of the purebred dog fancy to lawmakers and other citizens.
